It all depends on the size of the website you want.

A design company has teams to deal with each aspect of your website. They will charge a bundle for each service, however minute (because they have huge overhead costs being a company). But they also have the infrastructure and manpower to handle medium to large to x-large scale websites.

A freelancer, on the other hand, will work best with small to medium scale websites. And he’s more likely to bundle services at more competitive pricing because he’s a freelancer. It’s only his hours he has to think about.

I can’t comment on the quality of work because both entities can do a great job or a bad job. Look through each portfolio carefully to choose the right one.
